The purpose of this review is to: examine the key policies and other factors impacting on workforce change in Community and Intermediate Care Services (CAICS) for older people; develop a model that describes older peoples’ community and intermediate care services given the complexity of the interventions; examine extent and impact of workforce change resulting from policies; examine impact of and relationship between a range of organisational structures on service and user outcomes.
