Abstract
In this essay, I outline the ways in which contestable funding for VET has affected the behaviour of providers and examine the elvers that might be employed by government to monitor outcomes arising from these changed funding models. The differences in the responses between public and private providers are investigated and the resultant changes to the system of public provision analysed.
