There are inherent financial risks and a number of legal issues associated with gambling on the Internet. Major obstacles to government regulation of gaming on the Internet include: offshore services outside the jurisdiction of the regulatory body; the potential to engage in illegal activities anonymously; and the inability to identify when the law is being broken. Internet gaming providers are not bound by any licensing requirements, the government obtains no tax revenue from offshore Internet operators, providers cannot prove the age of their customers or be required to restrict their hours of operation, and there is no evaluation of gaming products to ensure that they meet minimum standards.
