Abstract
The developments in the maritime industry, especially after 2020, have significantly impacted the working conditions and labor markets of seafarers. The pandemic crisis, the cessation of international flights, and the measures and practices implemented by port states have caused seafarers to face various challenges in the maritime sector. During this period, the advantages and disadvantages for seafarers in different countries have changed due to the impact of the pandemic. However, the issues did not end with the conclusion of the pandemic and the lifting of restrictions. Events such as the ongoing civil war in Syria, the grounding of the Evergreen ship in the Suez Canal, the onset of the Russia-Ukraine war, uncertainties in the Middle East, and attacks on commercial ships in the Red Sea have also affected maritime trade. These developments are directly related to the labor markets and working relations of seafarers. Specifically, in Turkey, the problems faced by seafarers span a wide range. The proper functioning of maritime labor relations is crucial to prevent disruptions in the global supply chain. Irreversible environmental disasters can occur as a result of maritime accidents. The labor relations and management of seafarers, who are key workers in the global supply chain, present significant issues. In this context, the aim is to identify and assess in detail the problems related to seafarers' working relations. To identify these issues, focus group interviews with seafarers and their representatives were conducted as a qualitative research method. The current and conventional problems related to labor relations, management, and social rights are discussed through focus group interviews and literature review. Additionally, global labor markets were evaluated using secondary supply-demand data from maritime labor markets. By examining the maritime labor markets and working relations of seafarers in Turkey in the context of recent developments, the changes and trends in the sector are presented.
