Abstract
This research examines the ability of specialist professional officers to influence policy processes and investigates the extent of their role in the development of new government policy. The research highlights the importance of technical policy specialist advice in the creation and implementation of public policy.
The term “professional specialist” is used to describe a person who has a high level of technical expertise and professional qualifications in the a particular field other than public policy; such as environmental science, social science or land use planning. The research uses practitioners’ own accounts to examine how technical specialists go about their work.
