Abstract
This thesis comprises both previously published and unpublished work. It considers the substantive rule of law with reference to selected constitutional and legislative legal considerations in relation to Myanmar and adopts a reform-oriented legal analysis approach. These considerations include the following: the interests of the communities of Rakhine State; the role of international law and the denial of aid in the context of a natural disaster; the need for a constitutional settlement to further the reform process; the legal framework in relation to land disputes; and the role of the legal profession.
