Abstract
The present disruptions and impending upheaval of the Fourth Industrial Revolution (4IR) is an area of the utmost urgency for those responsible for public policy formation. The research employs critical ethnography to highlight the role of the enabled state, particularly for children and young people experiencing vulnerability, defined in this instance by socio-economic status. The research examines the emancipatory potential of the state to understand the impending reality of the 4IR for public education and argues for economic and social policy responses that build hope and shared optimism about the future.
