Abstract
In light of the growing importance of highly skilled migration in the “global race for talent”, this thesis investigates how immigration policy is designed to select and attract highly skilled migrants in Austria and Australia, and whether there is an alignment between the migration policy objectives and the motivations of highly skilled migrants themselves. With its theoretical foundations in migration theory, migration policy literature and policy network theory, this comparative case study adopts a holistic approach as it takes into account the governmental and the migrant perspective in its analysis of skill-selective, temporary, employer-driven immigration programs in Austria and Australia.
