Abstract

Out-of-field teaching remains a persistent challenge in mathematics education. Initial Teacher Education (ITE) is often positioned as part of this problem because of perceived gaps in disciplinary preparation, yet it is also a key site for developing teacher capability. Using policy analysis and interview data, this paper explores how ITE is positioned with respect to accreditation constraints on program design and the limited differentiation between preparation for junior and senior secondary mathematics teaching. The analysis suggests that ITE operates simultaneously as both a constraint and an opportunity within the broader system shaping mathematics teacher supply and preparation.
