Abstract
The discourse driving the economy in Australia since the Hawke-Keating Federal Labor Government (1983–1996) is neoliberalism. Although it is called economic rationalism in Australia, a neoliberal market filter is applied to all sectors of the economy, including education. As a result, the 1988 Dawkins Reforms were implemented in higher education to make it more competitive and to better prepare graduates for roles in the “knowledge economy.” Although Australian States are constitutionally accountable for schooling, the Federal Government has since used Federal legislation and funding initiatives to gain more control over schooling. For example, in 2013, the Australian Education Act was amended to require the Australian States to be a party to national education school reforms post 2018 to qualify for Federal Government funding.
