Abstract
This chapter reviews the state of the higher education sector in Vietnam against a background of three decades of reform. It reports on the historical context of sector reform, provides an overview of the sector's current state, and identifies areas of achievement and challenges not yet resolved. The chapter concludes with a discussion of the notion that the sector is reaching a crossroads where steering the sector can no longer rely solely on the use of direct controls by the Government.
