Abstract
This chapter introduces the core elements of the volume. It outlines the challenges facing public governance in times of increasing complexity and turbulence, with urgent need for change and adaptability to emerging circumstances. The volume as a whole and chapter 1 as such are organized into four main sections, corresponding to four critical analytical elements underpinning the legitimacy and sustainability of governing complexity within rising turbulence, namely: design, agency, power; and resilience. Moreover, this chapter briefly introduces analytical toolkits from organizational sciences, contributing not only to an understanding of the role of platform arrangements in governance, but also providing a usable design tool available to decision-makers.
