Abstract
This chapter examines the transition of public sector reforms and the associated engagement practices with civil society that have shaped policy and service delivery. In doing so, it identifies the underpinning rationales, forms taken, the opportunities and the challenges raised (including the need for redefined roles for public officials, citizens, and civic bodies), and the consequences they produce. Laying out these prior public administration and civic engagement efforts serves to more sharply isolate emergent issues and their implications for practice and research.
