Abstract
Vietnam’s higher education sector has achieved a sustainable high growth rate over the past two decades to the extent that the system has now become ready for more global networking and competition. Significant reforms have been implemented; however, several aspects have been identified as being in an urgent need for further actions. The purpose of the chapter is to set a background for the following chapters which will focus on the development of a quality assurance and accreditation mechanism in Vietnam. This chapter begins with a brief on the development of the higher education sector over the recent two decades from the view that the system needs to be more globally integrated and competitive, and needs to fully support academic culture in universities. Then, the chapter presents the contemporary issues that the system faces and suggests several recommendations that the system might follow.
