A modern network gap: a case for the establishment of formal boundary-spanning organizations to support innovation policy

Abstract
Policy initiatives throughout the OECD emphasize the importance of deep links between research institutions and industry. Increasingly, small to medium enterprises are the focus of policy initiatives, particularly micro-versions of these entities with less than 10 employees. However, such recently developed policies appear to be created in an environment where the networks to underpin such aspirations are underdeveloped, relying on serendipity and chance encounters rather than intentional fit-for-purpose networks. Based on empirical data from a research programme in Australia, we show how networks that support and enhance industry-university collaboration currently appear to develop organically, with the nation’s innovation ecosystem networks relying more on chance than intentionality. This chapter calls for a mechanism to move beyond serendipitous encounters and argues for the widespread establishment of concierge services that can fast-track and facilitate the development of innovation networks.
