This report describes participation in higher education during the 1980s, and changes in participation over the decade. It goes further in examining the implications for questions of equity and talent wastage of differences in participation rates between subpopulation groups, and changes in participation over the ten years in question. The focus of the analyses is the 'end on' transition to higher education - the direct transition of year 12 graduates from secondary school into higher education.
