Education is predominantly based on educational theories such as Constructivism, Cognitive Load Theory, Brain Science, etc., which are well-established and easy to use. However, they are all qualitatively based with subjective guidelines that are open to interpretation that can and do result in wide variations in the quality of learning outcomes. The US National Science Foundation established the Science of Learning (SoL) agenda with a goaloptimized learning for all. Optimization is a quantitative method. SoL centres were established globally. The Australian Science of Learning Research Centre was a national collaborative network of seven Australian universities and several Australian organisations partnered with international universities. Total Australian funding was $16 million with international co-contributions the total value of the initiative exceeded $50 million. Most SoL centres have ceased operation without solving the optimization problem. The Australian SLRC concluded operation with twelve, qualitative PEN principles Psychology, Education and Neuroscience e.g. PEN principle #11 Find the story behind the facts. The optimization problem has been solved by parsimony principles creating most efficient, easiest and fastest learning paths seamlessly, pedagogically scalable from school to university and resulting in significant improvements in learning outcomes. However, the development of instructional materials remains time consuming arguably best suited to AI automated tools. In Magic School AI, the AI is responsible for 80% of the ""tedious"" work (drafting, formatting), the educator provides the final 20% based on professional judgment. In effect Magic School is a tool, not an educational theory as judgement depends on the skill of the educator guided by qualitative educational theories. Magic School AI can retrospectively employ parsimonious instructional design analysis. However, the output requires specialist knowledge of parsimony. and lacks quantitative results validation. This problem is solved by inputting the optimized learning paths into Magic School i.e. optimised instructional design, AI implemented.
